EXPERIENCE
· Served
as Director of Operations for cargo airline consisting of three B-757’s and one
B-707 with a crew compliment of over sixty-seven pilots, dispatchers, crew
schedulers and secretarial help. Experienced in all aspects of Training,
Dispatching and Scheduling of crews and aircraft. Responsible for the safe, legal and efficient
operation of all aircraft owned by the company.
Act as liaison between the company and the FAA. Responsible for all contractual operations
requirements, insuring that no conflict exists relative to FAR’s. Responsible for surveillance of flight crew
records, limitations and qualifications as set forth by the FAA. Responsible for compliance with the
applicable regulations in the air transportation of hazardous or dangerous
cargo. Developed an FAA approved computer
data base for the tracking of recurrent training, flight and simulator checks,
medical and passport due dates. Also
developed a spread sheet for the tracking of crew times. Taught office personnel the use of PC
computers and various software. Developed
specialized software applications for the company’s needs. Retired from job when Company was purchased
by UPS.
· Served
as a "Damage Assessment Engineer" for the State of Florida working closely with the Federal
Emergency Management Agency (FEMA) in the assessing of damage to public
facilities caused by Hurricane Andrew.
Responsible for the writing of Damage Survey Reports (DSR's) which
enable local governments to obtain federal funds for replacement and/or repair
of these damaged facilities. Was
responsible for advising and guiding the sub‑grantee in the initiation
(preparation) of a Hazard Mitigation request to the State. Work closely with Dade County's
Metro‑Dade Transit Authority, Mosquito Control, Tri‑County Rail
Agency, Metro‑Dade Police Department, Aviation Department, and Florida
Marine Patrol. Was responsible for all of HRS's District 11 (Dade & Broward
Counties). Successfully specialized in
working on cases that had proven to be difficult to get funded by FEMA. For example, guided Metro Dade Transit Agency
in obtaining an additional six months extension ($23 million) from FEMA for
their Jitney operation against FEMA's protestations. Have submitted for review several proposals
for Hazard Mitigation for Metro‑Dade's rapid emergency response including
the rapid deployment of rescue helicopters for rescue and the setting up and
establishing Communications
County wide. . Was promoted to a supervisory level, ahead of
peers. Supervised up to six professional
engineers with the State of Florida. Responsible for the assigning tasks,
monitoring and reporting of progress and carrying out State and FEMA directives
on the procedures to be followed by subordinate engineers. Trained State Engineers on use of computer,
word processors, spread sheets and FEMA’s data base. Developed a data base for the tracking of all
DRS‘s written and their current status at any given point in time.
· Served
as a computer consultant to various small businesses and individuals,
specializing in Medical Doctors’ offices.
Advise customers of their needs, initial setup systems (complete
installation) and the maintenance thereafter including the trouble shooting and
repair of the systems. Specializing in IBM PC's and IBM Clones.
· Manager
of private investigations and recovery agencies licensed in the State of Florida specializing in
investigating computer fraud. Process serving for the Dade County Court System and Monroe County
Sheriff’s Department. Trained personnel
on their duties and responsibilities on how to conduct investigations.
· Served
in Pan American's International
Flight Training
Academy as a an
instructor and check airman on the B‑727.
Was designated by the FAA as an inspector for the issuance of
licenses. Participated in the training
of over six hundred new hires in a period of four years. Was liaison between Latin American Division
Chief Pilot's office and Pan Am's Flight
Training Academy. Assisted in the development of
standardization of check airmen and procedures to be followed by airmen in
general. Developed and improved several
Abnormal and Emergency procedures for the B‑727 aircraft. Noteworthy was the simplification of the fuel
management of engine out procedures and the management of electrical power with
engine out or loss of electrical power.
· Served
as Captain with Arrow Airways, Inc. flying worldwide on both B‑707 &
DC‑8 aircraft flying scheduled, charter and U.S. Military airlift command type work.
Served as pilots’ representative to management.
Participated in the accident investigation for the DC-8 crash in Gander, Newfoundland.
· Served
as a copilot with American Eagle Airlines on B‑707 based in Frankfurt, West
Germany. Received extensive flying experience
in the North Atlantic, U.S., Europe, Latin America, Caribbean,
and Africa.
Served in management as operations officer. Responsible for scheduling all aircraft,
crews, and support. (Note: This American
Eagle Airlines went bankrupt and is no longer in business - not to be confused
with the American Airlines American Eagle)
· Served
as a copilot on B‑707 aircraft for International Aircraft Leasing Company
with extensive experience in Latin and South America,
the Caribbean, Africa,
Europe, and the Middle
East. Helped train Latin
American pilots for IAL.
· Served
as a B-707 Flight Engineer based in New
York and then a B-72 7 Engineer based in Miami after recall from
furlough. Again furloughed.
· Served
in management with Pan American. Responsible
for developing training programs and Aircraft Operating Manuals for Pan Am's
Boeing aircraft. Developed computerized
cross‑referencing system for all Pan Am's various aircraft systems and
technical information. Assisted in the
standardization of all the various aircraft operating manuals.
· Served
as a pilot/flight engineer in Pan Am’s Internal German Service flying between Berlin and West Germany
overlying Soviet Occupied East Germany.
Furloughed.
· NATOPS
Standardization Officer for pilots at Naval War College, Newport RI. Trained the war college's pilots on the T‑1A
and routinely checked their proficiency.
Responsible for the readiness and testing of more than twenty jet
training aircraft used by the War
College.
· Served
as U.S.
Naval Officer/Naval Aviator. Held many administrative positions in conjunction
with a full flying schedule. Was
Administrative and later the Operations
Officer for a squadron of six hundred enlisted and four hundred officers. As Operations Officer, I was responsible for
the training off all aircrew members (Pilots, Naval Flight Officer and Enlisted
Aircrew) to insure the operational (combat) readiness of the squadron for
deployment to Vietnam. Served as Airfields Officer for Quonset Point
Naval Air Station, responsible for airport maintenance, security and crash
& rescue personnel and equipment (fire trucks and rescue boats). Was
responsible for airport security for visits by President J.F. Kennedy and his
family.

Enlisted in the United States Marine Corps in July, 1955 were as an E-3
(Corporal), I was selected to attend the United States Naval
Academy. After graduation I entered the United States
Navy. I left as a Lieutenant.
